PSD3/PSR package – what changes await financial institutions?

The speech discussed, among other things:

• changes in the catalog of payment services (payment account, AIS service, PIS service),
• modification of exemptions from the scope of application of PSA (cash withdrawals, limited network),
• new obligations on the part of issuers of payment instruments,
• procedure for registration of ATM network operators, changes in the way AIS and PIS services are provided (special interface, permission panel),
• practical effects of the new regulations on the sector (review of documentation, re-authorization).

Authorization of payments

The speech discussed, among other things:

• changes to the rules for the use of strong user authentication (SCA) provided for in the PSR,
• a new service for verifying the matching of a unique identifier with the recipient’s name or surname on PSR and IPR grounds,
• changes to the distribution of liability for authorized and unauthorized payment transactions provided for in the PSR.
